When Is a Project Notifiable Under CDM 2015?

A construction project must be notified to HSE on form F10 when the work is expected to last longer than 30 working days and have more than 20 workers working at the same time at any point, or to exceed 500 person-days. Either test on its own is enough. The client has the duty to notify, as soon as practicable before the construction phase begins, though someone else may submit it on their behalf.

Check your project

Enter what you expect for the whole construction phase. Leave a box blank if you do not know it yet: the checker will say what it cannot decide rather than guess. Nothing you type leaves this page.

The two tests

TestNotifiable when the work is scheduled to
Duration and headcountlast longer than 30 working days and have more than 20 workers working simultaneously at any point
Volume of workexceed 500 person days

The first test needs both halves. A long job with a small crew never meets it, and nor does a short job with a big one, however many people turn up. That is what the second test is for: a long job with a small crew can still pass 500 person-days. A working day is any day on which construction work takes place (regulation 2).

After the answer

If the project is notifiable, the client (or someone acting for them) submits form F10 online through HSE. The notice must be displayed in the site office where workers can read it, and updated if the particulars change. Notification does not decide whether you need a construction phase plan: every project needs one. The construction phase plan builder will draft it. For the traps in the word "simultaneously" and what happens when the programme grows, read our CDM 2015 notifiability guide.
